Advantage Public Services, the new agency that specialises in providing resourcing services to the public sector, is growing with the announcement of two further key appointments.
The APS Management Team will now be supported by two high performing Associate Directors. James Jeynes (formerly of SOLACE – the Society of Local Authority Chief Executives and Senior Managers) joins as Associate Director of Development, and Anna Bishell (formerly of Rockpools, Russam GMS, CIPFA and Davidson & Partners) is the new Associate Director of Interim.
“These new appointments enable us to expand the depth and range of service provision we can offer our public sector clients,” says David Clark, APS’s Chief Executive. “As budgets tighten and service demands expand, most councils are looking for radical new ways to approach public services. Many local authorities would like to adopt a more commercial approach, and this is where APS comes into the picture. Anna and James bring a wealth of experience to help APS provide local authorities and other public sector bodies with a one-stop-shop for their recruitment and commercial assessment needs.”
Advantage Public Services’ goal is to place commercial thinking and customer awareness at the heart of public sector work. APS achieves this by working with public sector clients to develop commercial assessments that examine whether current business practices are maximising commercial opportunities. It also sources experienced managers for public sector organisations, using a talent pool drawn from professionals across the public, private and not-for-profit sectors, placing senior personnel on an interim, part-time or permanent basis.
“APS people have both significant private sector expertise and public sector understanding,” says Anna Bishell. “We can supply interim managers for any senior role in the public sector, specialising in bringing in experienced people who can introduce commercial dynamism to local authorities.”

James Jeynes (Associate Director of Development) joined the Society of Local Authority Chief Executives and Senior Managers (SOLACE) in 1993 and was instrumental in launching the commercial arm SOLACE International/Enterprises. In 1996, as part of the SOLACE International management team, he was involved in formally launching the concept of interim management into local government in the UK. (Although this was a thriving business in other sectors it had not been utilised in the local government in this way.) By the year 1999 SOLACE International was delivering significant surpluses to the Society (the membership arm of SOLACE) and this enabled SOLACE to open premises in Westminster, London and pay for a fulltime Director General. James left SOLACE in 2013 to become CEX of MemNet which is the leading networking organisation for membership professionals. James is advising clients on their use of marketing techniques, social media and team development to enhance and increase their membership (client) base. His experience expands across the public, private, charitable and not-for-profit sectors.
Anna Bishell (Associate Director of Interim) has more than 20 years’ experience in successfully delivering high profile senior Interim assignments. Her expertise has been gained operating across the public, private and not-for-profit sectors. Anna’s interim consultancy career started at Rockpools, following a long period at Russam GMS as Head of Marketing and Business Development. She joined Rockpools to lead on central government Interims, placing a range of high profile HR and finance Interims in departments such as the Cabinet Office, the Home Office, and Ministry of Justice. Following these successes, her remit was extended to build an Interim practice focusing on the charity sector, which allowed her to work in partnership with a broad range of organisations. Subsequently, she spent some time as the lead HR Consultant at CIPFA Recruitment services.
Anna has organised many events with an HR focus. Her passion lies in providing people who are values driven. She also sees herself as a pioneer for senior women in Interim and has developed many initiatives that focus on this area.
David Clark is Chief Executive of APS. He has had a career that has seen him be a Chief Executive in the public, private and not-for-profit Sectors. He set up the Commission for Local Democracy with Sir Simon Jenkins and the late Brian Redhead, and was the first Chief Executive of the Unitary City of York Council, establishing it as a flagship authority. He was the first Director-General of SOLACE the Society of Chief Executives and Senior managers. He has worked directly with over 200 local authorities throughout the UK and has advised more than 100 private companies including Zurich, Oracle, Microsoft, Liberata, Fujitsu, and BT, as well as smaller enterprises and start-ups.
