David is responsible for all customer facing roles in APS. He has had a career that has seen him be a Chief Executive in the Public, Private and Not for Profit Sectors.
He set up the Commission for Local Democracy with Sir Simon Jenkins and the late Brian Redhead. He was the first Chief Executive of the Unitary City of York Council, establishing it as a flagship authority. He was the first Director-General of SOLACE the Society of Chief Executives and Senior managers, taking it from an operation that ran primarily from the annual Presidents office, to a fully-fledged professional body and later he was tasked with turning round SOLACE Enterprises Ltd. After years of losses this returned to profit within 18 months.
He has worked directly with over 200 local authorities in England, Wales, Scotland and Northern Ireland and has advised more than 100 private companies including Zurich, Oracle, Microsoft, Liberata, Fujitsu, BT as well as smaller enterprises and start-ups.
His working career began with MIND and he has advised many major charities and is a trustee of two smaller ones himself.
He believes that by working together, the public, private and not for profit sectors can add significant value to each other as well as to citizens, customers and taxpayers.
